Why aren't they firing? So that it doesn't escalate, the first one to fire will be the one that started the war. No one wants to be that side. Solution is to kick and punch the other side as soon as you get your hands on them.
Another reason, in war even if you have a big gun, that doesn't substitute for big muscles. Like how strategic nuclear bombs don't substitute for large amount of conventional weapons.
