50% of the power of every dictator comes from having a worshipable figure. Someone, a poster figure, that will make the evil look like a saint. That will turn the ruler into a cult leader. After which every torture is worth it, for the cult.
In case someone was wondering why so much emphasize has been given to leader worshiping in BD.
