"Putin proposes surprise constitutional changes" -- I didn't care to read the news detail. Assumed it most likely have to do with Putin staying in power, which constitutionally he probably can't.

Now news : "Entire Russian Government with all cabinet ministers resign" -- wt? Dug in to figure out what that means.

Well, the same, it's some official ritual to keep Putin in power. :-)
