First there were news that expressed concern that US probably is lagging behind in AI compared to other countries, like China.
Second there was a written proposal to provide visa for any AI expert worldwide to bring them into USA. So that USA becomes the central again in AI, like how it was during Silicon Valley hay days.
Now news : USA implements sanctions over AI software export.
In the 90s such restriction existed on encryption tech. Which is why many software used to have two versions. The USA version with cryptography and International version without cryptography. [the exact word is "weakened"]
Later all crypto works started to migrate to Europe because of this sanction, until others started to have more advanced crypto software than US companies. That's when USA removed that restriction to get competitive again. Sometime in 2000.
History repeating?
