The whole article's tone is very empathetic towards her. As like she is in poverty and none is doing anything.
The back story I can assume, no matter how much you help her all that money will be wasted behind drugs. She will still be in similar poverty.
This isn't a single special case. Rather every victim that surprises you has a backstory. Reading which you might not get as much sympathetic towards him as before.
Lets cut short to the lesson : we still have to help the victim, regardless of his past. But not in the cases when we know that the help will go to waste.
