The large troop concentration by India in Kashmir wasn't to attack Pakistan, but India gov was afraid that Kashmiri police, border guard and army that consist of Kashmiries might revolt and mutin once the special status of Kashmir is revoked.
Which is why it brought in such high number of forces. By now the declaration has been done. Everything quiet.
