Rise and fall of emperors and dynasties :

It's as old as world history goes. So no point in explaining the phenomenon. A few "signs" that expresses whether a dynasty is in rising state or declining.

Declining when you see :

Lack of good luck. Unexpectedly their projects fail, which can be attributed bad luck, if not to bureaucracy, or incompetence.

Division within, specially in the ruling class.
