But the shooter fired for only about 10 minutes. The rest of the time he was simply waiting in his room to be found.

- Technically it wasn't possible to cut down that time, unless there was a pre-warning. It takes time to assemble a SWAT team and bring them in place. They might be scattered at home or shops.
Even then they were lucky to pin point the shooter's location from the ringing smoke alarm and flashing light from that room. Otherwise it would have been a door-to-door search on all rooms, on multiple floors.
